The 5th Amendment is the Amendment that allows you to decline self incrimination. You are given the right to decline to give incriminating information. It states that "no citizen shall be compelled in any criminal case to be a witness against himself."

 

     The 2nd amendment allows citizens to bear arms. Meaning, they are allowed to carry a gun if they are licensed.  To ban guns entirely would only effect those who legally own a gun. Illegal gun owners won't be effected by this law.
