Ratification of the Constitution
Before the states were unified, the 13 states were basically 13 countries. Each state had their own laws, making it hard to get all the states to agree to follow the same set of laws. The anti-federalists believed that citizen's rights and liberties were not emphasized enough with the new gov.T under the constitution. The concerns that the anti-feds had with the constitution had been dealt with by creating the national Bill of Rights. The Bill of Rights was made for greater constitutional protection for individual liberties. It also limited the government on their power in fear of a future monarchy. While the federalists argued the constitution did not need a Bill of Rights, the anti-federalists said it was necessary to "safeguard individual liberty."
